The Position

The Sr. Director Global Government and Corporate Affairs, State and The Americas. will serve as a direct report to the SVP of Global Government and Corporate Affairs (GGCA), as a trusted advisor to business executives on the political environment and be accountable to deliver on important goals to support the corporate strategy. As an established strategic leader in the organization, this person will also be responsible for talent development, budget management and operational effectiveness. The Sr. Director will direct GGCA leadership for teams in US states, Brazil and Mexico. The leader will also direct government affairs advocacy on challenges or opportunities and be involved in other business projects in Canada and other markets in the region as needed. Providing direction on country strategies which include work in government affairs, industry relations, media, communications, crisis communications, social responsibility, visitor relations and special events are key components of the position.

The Team

Develops and manages a global team of 15 across US, Brazil and Mexico.

Location: Irving, TX

Travel : Approx. 30-40%, international and top markets in the US

Reports To: Senior Vice President, Global Government and Corporate Affairs

What You Will Do:

  • Collaborate with the business on key issues to support their priorities – special focus on energy transition opportunities to support our customers sustainability goals.

  • Engage on other multi-lateral trade issues, policies on climate and energy, digital, tax and tax benefits, local content, labor and supply chain challenges.

  • Support market access policies and incentives on energy opportunities for Caterpillar and our customers.

  • Support business on trade events, trade shows, panels, public speaking, and manage government official visits.

  • Support the budget development and management, managing Enterprise Risk Strategy inputs, and Support on Enterprise Procedures, compliance training, and audits for GGCA team.

  • Lead support for executive international travel outreach for key government official meetings and media interviews.

  • Manage GA support on Caterpillar’s manufacturing efforts in markets – government visits, trade delegations to the US and other opportunities.

  • Work closely with enterprise communications to ensure enterprise communications goals, messaging, activities to support the company globally are incorporated into country plans and that processes are followed to ensure swift and efficient reviews.

What You Will Bring:

Government Affairs Management: Knowledge of various laws, globally, affecting government affairs; ability to manage corporate activities that benefit from interaction with or provide information to various governmental agencies.

  • Knowledgeable of policies, operations, business philosophies and markets, coupled with an understanding of company organization.

  • Understands the legislative and regulatory processes at the US state level and various governmental levels globally

  • Manages market access challenges, crisis communications, MOUs, and government engagements around the world.

  • Lobbies state legislators and governors.

  • Sets the direction and strategy for a global government relations function and to develop and execute strategy and innovative solutions.

Relationship Management: Knowledge of relationship management techniques; ability to establish and maintain healthy working relationships with clients, vendors, and peers.

  • Builds and maintains relationships with government leaders and support team efforts in Caterpillar relevant countries.

  • Builds trust with senior leaders and government officials, inspiring trust and confidence in government circles.

  • Acquires, maintains and leverages government/industry relations at all levels to best position the company as the best in the business, and thus assist in business development.

  • Works within US state government agencies and in key policy areas such as energy, infrastructure, tax, labor, transportation, environmental regulation, cyber security, healthcare, STEM and workforce development.

  • Trade association leadership and management

Communicating for Impact: Knowledge of the concepts, tools and techniques for effective listening and communicating; ability to apply these theories to receive, transmit and accurately interpret information and ideas to influence others in various situations.

  • Ability to effectively identify, communicate and influence the acceptance of company positions.

  • Ability to engage and interact with senior management/government officials and achieve consensus on difficult issues.

  • Strong influencing and negotiation skills; an excellent collaborator able to effectively navigate a matrixed organization.

  • Leads teams and having responsibility for mentoring, onboarding, and development

Degree Requirement

Bachelor’s degree or equivalent experience desired
