We are currently looking for an Environmental Specialist III/ Senior for our Houston, TX office.

POSITION DESCRIPTION:

JOB SUMMARY:

The responsibilities of this position are to provide environmental compliance support to a variety of Boardwalk business sectors (Operations, Construction, Integrity, etc.). Candidate will be able to ensure compliance with all applicable local, state, and federal environmental regulations and applicable plan/permit conditions related to the pipeline industry. This includes, but is not limited to coordinating, developing, reviewing, and submitting environmental compliance related plans and reports (RCRA Contingency, SPCC, Tier II, Annual Haz Waste, etc.), consulting with various regulatory agencies, providing technical training and guidance to personnel, conducting periodic assessments of facilities and projects, coordinating regulatory agency inspections, managing environmental contractors, reviewing and commenting on new and proposed rulemaking, and developing programs for implementing new regulations across the company. This position will support the West Operating Region which spans from Central/East Texas to North/West Louisiana. Duties include the following:

  • Effectively negotiate, interpret, summarize, discuss, and implement environmental compliance strategies and policies during project development, through construction, and return to normal operations.

  • Provide strategic review and comment on new environmental regulations and initiatives and advise departmental management on impacts and implementation strategies.

  • Facilitate and lead meetings with a variety of parties including Company personnel, third parties, regulatory agencies, consultants, and contractors for a range of environmental and development issues and opportunities.

  • Act as a key contributor to the Boardwalk Environmental Procedures Manual, and supporter of Boardwalk’s ESG initiative.

  • Manage regional NPDES program compliance, including coordinating sampling efforts, interpreting lab results, and completing and submitting DMRs. Remain current with respect to the various state regulatory authorities and requirements of such programs.

  • Perform assessments of Boardwalk facilities and construction projects to ensure compliance with all applicable environmental compliance regulations. Provide training to E&C on compliance changes or inconsistencies that could impact construction efforts or lead to a non-compliance.

  • Assist Operations with all compliance efforts. Support other groups by providing necessary environmental information to achieve compliance goals.

  • Support and oversee external/agency inspections and third-party audit programs.

  • Assist in the identification of engineering solutions for chronic environmental issues.

  • Participate in environmental committee meetings, activities, and seminars. Present information and knowledge gained from such meetings and seminars back to Boardwalk.

  • Continually monitor compliance efforts to ensure on time delivery of plans/procedures/third party services. Report deviations from schedule and budget to the Project team.

  • Manage technical and environmental consultants including scoping, directing, and reviewing work products in accords with schedule and budget, and filing requirements.

    REQUIRED SKILLS, KNOWLEDGE, AND EXPERIENCE:

  • Direct experience with CWA, CAA, RCRA, DOT/HAZMAT, TSCA, NPDES, and other state and federal regulatory compliance, state level entity auditing, and ongoing operational compliance activities

  • In depth knowledge of federal, state, and local laws, regulations, standards, conditions, and guidelines related to environmental compliance efforts within the energy industry (water, waste, air, etc.)

  • Excellent oral and written communication skills and well-balanced interpersonal skills

  • Proficiency with computer applications, including Microsoft Teams, SharePoint, Word, Excel, Oracle, and Outlook

  • Ability to recognize and implement improvement strategies related to environmental compliance that impact all Company assets/personnel

  • Organizational skills and the ability to prioritize tasks

  • Problem-solver and self-motivated; capable of working with minimal supervision and in an occasional remote environment

  • Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies

  • Ability to manage multiple projects simultaneously – under pressure and within deadlines

  • Ability to interact with regulatory agencies with self-confidence, poise, and professionalism

  • Valid driver’s license and clean driving record

  • Able to travel 25-30% of the time

    PREFERRED SKILLS, KNOWLEDGE, AND EXPERIENCE:

  • In depth knowledge of RCRA and DOT HAZMAT compliance practices

    REQUIRED EDUCATION:

  • BS/BA in environmental science, engineering, or related physical science.
