Buckeye Partners is currently seeking a Specialist, Region Compliance I with 5+ years of experience in understanding regulatory compliance related to pipeline operations and maintenance procedures (or similar) in the Oil & Gas Industry to join our growing team! Role Summary: The Specialist, Region Compliance I role is responsible for working as a multi-functional group that will be collectively responsible for administering the field regulatory compliance program.  This position frequently interacts with Federal and State and local regulatory agencies on behalf of Buckeye. Responsibilities & Essential Functions include: Record and Database Management. Maintaining required Federal, State and Company records and maintaining department databases to ensure full compliance. Regulatory Compliance. Assisting with regulatory compliance inspections performed by Federal, State and local agencies, assisting in the preparation of responses to inquiries regarding compliance issues and reviewing regulatory activities of the PHMSA, U.S. Coast Guard, EPA and State regulatory agencies to determine the possible impact on the Company. Auditing. Conducting internal audits to ensure regulatory compliance with recordkeeping, drawing revisions, outside agency inspection findings, incident investigation findings and any other regulatory compliance areas. Manual Revisions. Leading the effort of updating/revising the System Operating Manuals by interviewing subject matter experts, developing drafts, and conducting periodic manual reviews. Emergency Response. Participating in pipeline emergencies as a member of the Crisis Management Team and performing logistics and planning for emergency response drills. ISNetworld Administrator. Acting as administrator for ISNetworld, a system to verify vendors/contractors meet Buckeye and Operator Qualification (OQ) requirements. D. Edwards (JDE) Maintenance. Maintaining JDE equipment database including inputting preventative maintenance schedules. Serving as a liaison between Management and Field Operations to ensure that product releases and root causes are documented, and that post-incident corrective actions are documented and implemented. and other duties as assigned. Position Requirements: High School Diploma or equivalent required. Bachelor's Degree preferred. 5+ years related experience required, with an in-depth understanding regulatory compliance related to pipeline operations and maintenance procedures (or understanding of regulatory policy). Strong understanding of pipeline and terminal maintenance, operations, regulations, emergency response and technical procedures. Experience in Incident Command System responsibilities and ability to fill the roles of logistics, planning and regulatory positions as required. PC knowledge, including Microsoft Office and GIS programs experience preferred. Up to 25% Travel Required. Certificates & Licenses:

Valid Driver's license Valid or the ability to get a Transportation Workers Identification Credential (TWIC) Other Skills, Attributes and Abilities: Must have the ability to communicate well with Federal, State and Local regulatory inspectors. Must be able to take a regulation and transfer its applicability into a Company policy and procedure. Exceptional writing and communication skills, interpersonal, presentation and training skills as well as outstanding organizational skills required. Effective interviewing, research and problem-solving skills required. This position requires a high degree of interaction with subject matter experts, team members and supervisory personnel. Must be well organized and able to work independently. Good understanding of Pipeline operations. Must be a highly motivated self-starter with the ability to manage a compliance program covering a large geographical area. The ability to travel to field locations where exposure to adverse conditions and hazardous environment may exist. Requires participation in, DOT Drug and Alcohol testing program. Position supports 24 hour, 365-day operation. Individual must carry a cell phone and be on-call.  Normal and extraordinary work circumstances may require, without notice, long hours, weekend or holiday work. Essential Functions: This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards. This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards. This position requires compliance with all personnel policies. Physical & Safety Requirements: The incumbent must meet medical criteria established by OSHA for emergency response. This position requires adherence with DOT Drug and Alcohol testing requirements. This position requires walking of right-of-way, standing for lengths of time, climbing tanks, and dealing with changing weather patterns.
