We are actively seeking a Program Manager who will be primarily responsible for supporting Air Force Life Cycle Management Center (AFLCMC) Rapid Sustainment Office Wright-Patterson AFB, OH. RSO's mission is to advance the SECAF's direction and "...leverage mature, new, and emerging technology to reduce sustainment costs and improve readiness..." The RSO will play a role in sustainment analogous to a research laboratory in development. Its customer base-the logistics and sustainment enterprise-should come to view RSO as their center of excellence for identifying, maturing, and transitioning technologies with traceable and measurable readiness impacts, cost reductions, and ease of use. Responsibilities include, but are not limited to the duties listed below Perform duties for various project / program initiatives; investigate, analyze, plan, design, develop, implement, or evaluate solutions for project / program efforts; provide expert-level issue resolution and recommendation support to achieve desired program outcomes; and have specialized expertise that may include, but is not limited to, the following functional areas: logistics, maintenance, supply chain management, financial management, security management, information management, and contracting. Independently apply knowledge of DoD acquisition processes and analytical methods or techniques to gather, analyze, and evaluate information required by program or project managers and customers; draw conclusions and devise solutions to problems relating to improvement of acquisition effectiveness and compliance; develop and draft acquisition documentation and ensure quality control; be able to perform work measurement studies, program or operations efficiency reviews, cost studies, or workload change impact analyses; and rely upon and use automated management information systems in performing fact finding, analytical, and advisory functions. Apply knowledge and experience in acquisition program management philosophy, policies, and procedures to the procurement of AF systems, subsystems, and equipment throughout their life cycles. Apply integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts across a broad spectrum of functional disciplines in order to effectively assist in the implementation of program direction. Plan, organize, and assist in managing critical aspects of the development, modernization, production, logistics, and/or deployment of systems, subsystems, and equipment. Provide assistance to support the full spectrum of actions required to award contracts. Actions required include, but are not limited to, risk management, conducting analyses, assisting in acquisition strategy planning, assisting in the preparation of draft pre-award documentation, providing support to the source selection process, and post- award actions.
